國務(wù)院辦公廳近日印發(fā)《關(guān)于支持農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)的意見》（以下簡稱《意見》），推動農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)。《意見》要求，強化返鄉(xiāng)創(chuàng)業(yè)金融服務(wù)。在返鄉(xiāng)創(chuàng)業(yè)較為集中、產(chǎn)業(yè)特色突出的地區(qū)，探索發(fā)行專項中小微企業(yè)集合債券、公司債券，開展股權(quán)眾籌融資試點，擴大直接融資規(guī)模。
《意見》指出，支持農(nóng)民工、大學(xué)生和退役士兵等人員返鄉(xiāng)創(chuàng)業(yè)，通過大眾創(chuàng)業(yè)、萬眾創(chuàng)新使廣袤鄉(xiāng)鎮(zhèn)百業(yè)興旺，可以促就業(yè)、增收入，打開新型工業(yè)化和農(nóng)業(yè)現(xiàn)代化、城鎮(zhèn)化和新農(nóng)村建設(shè)協(xié)調(diào)發(fā)展新局面。要堅持普惠性與扶持性政策相結(jié)合，堅持盤活存量與創(chuàng)造增量并舉，堅持政府引導(dǎo)與市場主導(dǎo)協(xié)同，堅持輸入地與輸出地發(fā)展聯(lián)動，通過促進產(chǎn)業(yè)轉(zhuǎn)移、推動輸出地產(chǎn)業(yè)升級、鼓勵輸出地資源嫁接輸入地市場、引導(dǎo)一二三產(chǎn)業(yè)融合發(fā)展、支持新型農(nóng)業(yè)經(jīng)營主體發(fā)展等渠道帶動返鄉(xiāng)創(chuàng)業(yè)。
《意見》提出了支持返鄉(xiāng)創(chuàng)業(yè)的五方面政策措施：一是降低返鄉(xiāng)創(chuàng)業(yè)門檻；二是落實定向減稅和普遍性降費政策；三是加大財政支持力度；四是強化返鄉(xiāng)創(chuàng)業(yè)金融服務(wù)；五是完善返鄉(xiāng)創(chuàng)業(yè)園支持政策。
在強化返鄉(xiāng)創(chuàng)業(yè)金融服務(wù)方面，《意見》提出，加強政府引導(dǎo)，運用創(chuàng)業(yè)投資類基金，吸引社會資本加大對農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)初創(chuàng)期、早中期的支持力度。在返鄉(xiāng)創(chuàng)業(yè)較為集中、產(chǎn)業(yè)特色突出的地區(qū)，探索發(fā)行專項中小微企業(yè)集合債券、公司債券，開展股權(quán)眾籌融資試點，擴大直接融資規(guī)模。進一步提高返鄉(xiāng)創(chuàng)業(yè)的金融可獲得性，加快發(fā)展村鎮(zhèn)銀行、農(nóng)村信用社等中小金融機構(gòu)和小額貸款公司等機構(gòu)，完善返鄉(xiāng)創(chuàng)業(yè)信用評價機制，擴大抵押物范圍，鼓勵銀行業(yè)金融機構(gòu)開發(fā)符合農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)需求特點的金融產(chǎn)品和金融服務(wù)，加大對返鄉(xiāng)創(chuàng)業(yè)的信貸支持和服務(wù)力度。大力發(fā)展農(nóng)村普惠金融，引導(dǎo)加大涉農(nóng)資金投放，運用金融服務(wù)“三農(nóng)”發(fā)展的相關(guān)政策措施，支持農(nóng)民工等人員返鄉(xiāng)創(chuàng)業(yè)。落實創(chuàng)業(yè)擔(dān)保貸款政策，優(yōu)化貸款審批流程，對符合條件的返鄉(xiāng)創(chuàng)業(yè)人員，可按規(guī)定給予創(chuàng)業(yè)擔(dān)保貸款，財政部門按規(guī)定安排貸款貼息所需資金。
專家認為，我國已經(jīng)出臺很多針對大學(xué)生群體的創(chuàng)業(yè)政策，對農(nóng)民工等群體也應(yīng)一視同仁，這樣能激發(fā)更多人創(chuàng)業(yè)的積極性。
人力資源和社會保障部副部長信長星說，積累了一定資金、技術(shù)、管理經(jīng)驗的農(nóng)民工，以及有志于返鄉(xiāng)創(chuàng)業(yè)的高校畢業(yè)生、退役軍人等，都是大眾創(chuàng)業(yè)、萬眾創(chuàng)新的重要力量。推動返鄉(xiāng)創(chuàng)業(yè)契合了大眾創(chuàng)業(yè)、萬眾創(chuàng)新的熱潮，現(xiàn)在創(chuàng)業(yè)氛圍、環(huán)境在不斷優(yōu)化、改善，創(chuàng)業(yè)扶持力度也在不斷加大。同時，返鄉(xiāng)創(chuàng)業(yè)順應(yīng)了產(chǎn)業(yè)轉(zhuǎn)移這一進程。在勞動密集型產(chǎn)業(yè)從東部向中西部轉(zhuǎn)移過程中，不論是轉(zhuǎn)移產(chǎn)業(yè)本身，還是這些產(chǎn)業(yè)所能拉動的配套產(chǎn)業(yè)，都蘊藏著巨大的商機，所以返鄉(xiāng)創(chuàng)業(yè)有很多機會和空間。此外，返鄉(xiāng)創(chuàng)業(yè)也順應(yīng)了勞動力結(jié)構(gòu)性變化的趨勢。
